Consider that this war took place 160+ years ago, the government and volunteer organizations did a remarkabe job of managing the conflict and the needs of soldiers. There was quite a mechanism in place for anything one could think of.
Soldiers needed to be kept healthy, supplied with minimal comforts and adequate arms and bullets, plus many other things....such as pensions for the tens of thousand who survived the war, those who had given arms and legs and more, and once they had given their lives their widows and children desperately needed assistance.
This document was critical for a widow to receive government funds, and if there wasn't a widow....then the deceased soldier's mother.
Like so many other documents in this sale, it provides a window into what widows and mothers had to do if they wanted (and most desperately needed), their husband's/son's pensions--in this case $8 per month.
